Fill a glass from the kitchen tap in July, lift it, and there it is — the smell of a swimming pool changing room. Some people notice it only in the shower, or in tea, or in ice cubes made a week ago. Some live in one building for three years without a thought, move four streets away, and cannot drink the water.

It is chlorine, it is deliberate, and it is one of the few water complaints here with a genuinely simple explanation. Here is why it is there, why your building smells more than your friend’s, and what removes it — including two things that cost nothing and work.

The chlorine is there on purpose, and that is a good thing

Drinking water in the UAE is produced at a desalination plant and then travels a long way: transmission mains, district networks, a building’s incoming supply, a storage tank, a riser, and finally your tap. That journey can take days, through joints, valves, pumps and tanks, any of which can be opened for maintenance or damaged.

A disinfectant is added at the plant so that the water stays disinfected for the whole of that journey, not just at the moment it leaves. That is what “residual chlorine” means — a small deliberate surplus, carried along in the water, still working when it reaches you. Take it away and the network has no protection at all between the plant and the kitchen.

So the smell is not a sign that something has gone wrong. It is a sign the system is doing what it is supposed to do. We have written more about how the supply is produced and delivered in where Dubai tap water comes from.

Worth saying plainly, because the industry rarely does: chlorine at the levels used in a public supply is not a danger to you. It is dosed and monitored precisely so that it is not. Anybody selling you a filter on the basis that your tap water is poisoning you is selling on fear, and you should treat everything else they say with the same suspicion.

What it is, is a taste and a smell — sometimes a strong one. That is a perfectly good reason to do something about it. You do not need it to be dangerous to be worth fixing. You just need to want a glass of water that tastes of nothing.

Why some buildings smell far worse than others

This is the part that confuses people, because two flats on the same municipal supply can taste noticeably different.

The residual decays as the water travels and, more importantly, as it sits. Water that reaches your tap quickly still carries most of what was dosed. Water that has spent two days in a building’s storage tank has lost some of it. So the amount of chlorine at your tap depends on your building’s plumbing and habits, not just on what left the plant.

That gives you two opposite complaints, and both are common here.

The strong-chlorine building

A building with high turnover, a short run from the mains, or a tank that is refilled often will deliver water still carrying plenty of residual. Buildings near the start of a distribution run can get a stronger dose than those at the end, because the dose has to be enough to survive the whole run.

The flat, stale building

The opposite is a building where water sits — a half-occupied tower, a villa with an oversized tank, a holiday home, or your own apartment after three weeks away. The chlorine smell fades, and what people describe instead is a flat, slightly musty, sometimes metallic taste. That is not chlorine, and no amount of chlorine removal will change it.

In that case the tank is the thing to look at, not the tap. Dubai Municipality expects potable water storage tanks to be cleaned and disinfected by a Municipality-approved contractor at least twice a year, and in our experience it is the most neglected item in the chain. If you live in a tower, ask building management when the tank was last done and get a date rather than a reassurance.

Why it is worse in summer

Two things happen at once between May and September, and they push in the same direction.

First, warm water gives up dissolved gases more readily. The same chlorine is far more noticeable at your nose in warm water than in cold, which is why a glass from the tap smells stronger than the same water an hour later out of the fridge. Little has been removed in that hour; it has simply stopped announcing itself.

Second, everything in the chain gets hot. Storage tanks bake in the sun all day, risers run through hot shafts, and pipework sits in walls that never cool down. The result is water arriving at 40°C or more, which is a separate complaint entirely, but it makes the chlorine complaint sharper at exactly the same time of year.

The two fixes that cost nothing

Before spending money, try these. If they solve it, you do not need us.

Let it stand. Fill an open jug and leave it on the counter for an hour or two. Free chlorine is volatile — it leaves the water on its own, faster if the jug is open-topped and faster still if you stir it. This is the oldest trick there is and it genuinely works.

Put the jug in the fridge. This does two jobs at once. It carries on driving the chlorine off, and it drops the temperature, which stops the remainder being so obvious. A large number of people who think they have a chlorine problem in August have a warm-water problem with a chlorine problem sitting on top of it, and a jug in the fridge fixes both for the price of a jug.

Two caveats. Water left standing on the counter is worth drinking within a day rather than leaving out indefinitely — the point of the residual was to protect the water, and you have just removed it. And these tricks work on free chlorine; if your supply uses chloramine, a longer-lasting form of disinfectant used on some networks, it is more stubborn and standing does much less.

What removes chlorine properly

The answer is activated carbon, and it is worth understanding why, because it explains why filters that look identical perform very differently.

Activated carbon is carbon that has been treated to open up an enormous internal surface area, riddled with microscopic pores. Chlorine and the compounds that carry chlorine taste and odour are attracted to that surface and held there, in a process called adsorption. The water goes through; the chlorine stays behind on the carbon.

Which brings us to the thing nobody mentions on a product page: the amount removed depends on how long the water is in contact with the carbon. That is why the same technology can be excellent or nearly useless.

  • A thin carbon pad in a cheap jug or a supermarket in-line filter has very little carbon, and water passes through it in a second or two. It takes the edge off and not much more.
  • A solid carbon block in a properly sized housing holds far more carbon and slows the water down through it. That is where the difference lies — not in a brand, but in how much carbon there is and how fast you push water through it.
  • Any carbon filter, run past its life, stops working. The surface fills up. There is no warning and no change in flow, which is why filters are changed on a schedule rather than when something goes wrong — twice a year, roughly every six months, which is what the two visits in every maintenance plan are for.

For a Dubai or Abu Dhabi home, where the supply is desalinated seawater and the dissolved load was already dealt with at the plant, good carbon plus a fine physical barrier is usually the sensible shape of system. Reverse osmosis is built for a real dissolved load — the case for it is much stronger in Sharjah, Ras Al Khaimah, Fujairah and Umm Al Quwain, where more groundwater goes into the supply. RO is available anywhere for someone who simply wants the widest barrier and accepts the running cost, but that is a preference rather than a diagnosis. Which emirate you live in genuinely changes the answer.

Three things a chlorine filter will not do

It will not make the water cold. Filtration does no cooling whatsoever. Water leaves a plain filter at tap temperature, and in a UAE summer tap temperature is warm. Cold water needs a machine with a chiller in it — the options for that are here.

It will not fix a stale tank. If the complaint is mustiness rather than swimming pool, a kitchen filter is treating the wrong end of the problem.

It will not stop your kettle scaling. Carbon does not remove dissolved calcium and magnesium. That is hardness rather than chlorine, and the answer to it is descaling the appliances or, across a whole villa, treating the water where it enters the property.

The short version

Chlorine in your tap water is deliberate, it is protecting the water on a long journey, and at supply levels it is not a danger — it is a taste and a smell. How much of it reaches you depends on your building and the time of year more than on the plant. A jug in the fridge fixes it for many people, and if it does, stop there. If you want it gone properly and permanently, the answer is a decent quantity of activated carbon with enough contact time, changed twice a year.
